I. Overview of the Construction Project

Inner Mongolia Boyuan Technology Co., Ltd. plans to renovate and expand its existing facility located within the Alxa Right Banner Yabulai Industrial Concentration Zone, specifically at the premises of Inner Mongolia Boyuan Technology Co., Ltd., to establish a new 1,000 tons/year Dispersed Blue Dye Production Project. The project will encompass three primary products with an overall production capacity of 1,000 tons per year. Specifically, the production capacity for Dispersed Blue YJ-G will be 700 tons per year, while Dispersed Blue B-165 and Dispersed Blue B-366 will each have a production capacity of 150 tons per year.

According to the Ministry of Ecology and Environment Order No. 4, the "Measures for Public Participation in Environmental Impact Assessment" (effective January 1, 2019), this project will be publicly announced through newspapers and online platforms, adhering to the principles of legality, orderliness, openness, and convenience, while encouraging public engagement in the environmental impact assessment process.

1. The announcement period is from November 9, 2021, to November 23, 2021, totaling ten working days.

These inputs will be carefully considered and incorporated into the EIA process by the project proponent and the EIA agency, and will also serve as a reference for decision-making by the relevant government authorities.
