1.1、Company Overview

Jiangsu Dian Chemical Co., Ltd. is located in the Lianyungang Chemical Industry Park and is a prominent domestic chemical enterprise specializing in the development, production, processing, and trade of dyes. The company’s products are registered under the brand name "Shanyu," with its main offerings being the Disperse Yellow, Disperse Pale Yellow, and Disperse Red series. The company holds over 10 invention patents and enjoys an excellent reputation both domestically and internationally. With a total investment of RMB 1 billion, the enterprise has an annual production capacity of 42,240 tons of disperse dyes. The company commenced operations in 2015, achieving an output value of RMB 530 million in the same year, contributing RMB 6.51 million in local taxes. By 2016, the output value had risen to RMB 710 million, with tax contributions exceeding RMB 51 million. In 2017, the output value reached RMB 790 million, generating tax revenues surpassing RMB 83 million. 1.2 Basic Information on Product Projects

The first-phase project of Dian Chemical, which includes the annual production of 100 tons of (R)-9-2-(phosphorylmethoxypropyl)-adenine and 42,240 tons of disperse dyes, received environmental impact assessment approval in 2012 (Lian Huan Fa [2012] No. 79). In February 2014, Jiangsu Dian Chemical Co., Ltd. prepared the "Revised Environmental Impact Assessment Report for the Annual Production of 100 Tons of (R)-9-2-(phosphorylmethoxypropyl)-adenine and 42,240 Tons of Disperse Dyes Project," which was subsequently approved in March 2014 (Lian Huan Biao Fu [2014] No. 9). During the actual construction of the first-phase project, adjustments were made to the layout of certain product production workshops and corresponding pollution control measures in order to optimize production line arrangements and enhance overall efficiency. In response to these changes, an "Environmental Impact Analysis on Modifications to the Annual Production of 100 Tons of (R)-9-2-(phosphorylmethoxypropyl)-adenine and 42,240 Tons of Disperse Dyes Project" was prepared in 2015. In 2016, the company decided to construct a new hazardous waste incineration system with a capacity of 1,250 kg/h within the existing factory premises (replacing the original 5 t/d hazardous waste incineration system). The environmental impact assessment for this project was approved in June 2017 (Guan Huan Shen [2017] No. 33), and the facility has now been completed and put into trial operation. Currently, the project has successfully completed the acceptance monitoring of wastewater and exhaust gas emissions.

The four production lines—each with an annual capacity of 4,000 tons for Dispersed Yellow 211, 4,000 tons for Dispersed Yellow 119, 6,000 tons for Dispersed Yellow 114, and 240 tons for Dispersed Blue 354—as well as the associated engineering measures, successfully passed the environmental protection "Three Simultaneous" acceptance inspection in November 2016 (Lianhuan Inspection [2016] No. 22).
